Can be removed with or without water.

How to use with water: Apply the lotion to the skin and massage gently. Rinse.
How to use without water: Apply a generous amount of lotion to the skin and massage gently. Remove excess lotion with a soft towel or cotton pad, leaving a thin, transparent film on the skin.
